USTR Seeks Comments on 2026 National Trade Estimate Report (NTER): USTR is seeking public comments for the 2026 NTER. These comments would help identity “significant foreign barriers to, or distortions of, U.S. exports of goods and services and U.S. foreign direct investment”. Comments can be submitted through the Federal eRulemaking Portal and are due by 30 October 2025.
The United States Asks Countries to Increase Tariffs To Pressure Russian President Vladimir Putin: On 11 September, the United States submitted a proposal to the G7 countries (Canada, France, Germany, Italy, Japan, and the United Kingdom) asking to impose 50-100% additional tariffs on China and India for their purchases of Russian crude oil. This proposal followed a similar request by President Trump to the EU. It is not likely for the EU or other G7 countries to implemented the tariffs, and do not anticipate an adverse impact to PMMI members.
Democratic Lawmakers Ask Trump Administration to Limit China’s Industrial Overcapacity: On 15 September, Reuters reported that Democratic members of a House Representatives Committee on China wrote a letter asking the Trump Administration to include “binding requirements” on China to reduce "structural overproduction" that results in much more export capacity than domestic consumption in China as part of continued US-China trade negotiations.

Trade Policy Actions by Other Countries
Members of the EU Parliament to Amend EU Proposal to Cut Tariffs on U.S. Goods: On Wednesday, 10 September, the European People’s Party pledged to amend the EU Commission’s proposal to cut tariffs on imports from the United States to make it compliant with World Trade Organization (WTO) rules. The proposed zeroing out of tariffs on all U.S. industrial goods and select agricultural products may be in violation of EU WTO commitments.
Mexico Proposes Levying Tariffs on Countries without Trade Agreements: On Wednesday, 10 September, Mexico’s government submitted a bill to Congress that would raise tariffs on 1,500 products from countries which Mexico does not have a trade agreement with. PMMI relevant products which may be subject to a tariff increase include steel. Mexico trade agreement partners include the United States, EU, Canada, and Japan. Key markets that do not have a trade agreement with Mexico include China, India, and South Korea.
EU and India Aim to Reach Trade Deal by End of the Year: On Friday, 12 September, Reuters reported that trade negotiations between the EU and India are expected to conclude by the end of the year. As the deal is still being negotiated, it is unclear how PMMI members will be impacted.
